  • Athens City Schools – Curriculum, Instruction, and Assessment

    1.0        Description

    1.1         The Athens City Schools (ACS), in support of the Curriculum, Instruction, and Assessment department, is seeking information as to how interested vendors could provide a web-based program aligned to Alabama Course of Study Standards to formatively assess students in grades K through 12.

    1.2         THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the ACS to contract for any program or service whatsoever. Responders are advised that the ACS will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be incurred solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be posted on the ACS website. It is the responsibility of the potential offeror to monitor this site for additional information pertaining to this requirement. 

    2.0        Background

    The Curriculum, Instruction, and Assessment department serves ACS to cover all student instruction for grades K through 12.

    2.1         Planned Use: This product will be used to facilitate triangulated data guided conversations that are actionable and support instructional adjustments. It will encourage student ownership of learning experiences and greater parent understanding of learning data. It will be a vehicle for benchmark and formative assessments that guide student, class, and grade level curriculum design.

    2.2         Delivery Period: July 2019

    2.3         Limitations: Selection will be limited to programs whose standards are aligned to the Alabama Course of Study and can be re-aligned as necessary in a timely manner and utilize multiple technology-enhanced items with a rigorous item bank.

    2.4         Security Requirements: The program shall provide FERPA-compliant measures to ensure the protection of all student and staff data. Access should be graduated on a scale with the district and/or user permissions. A standard-level Memorandum of Understanding will be executed prior to access to system data. ACS shall retain rights to all data collected, stored, or managed by any and all vendors or third-party applications.

    3.0        Requested Information

    The web-based platform should include the following capabilities:

    • Generation of reports that show mastery of the standards by individual students, classes, grade levels, school level, and district level.
    • Generation of reports that disaggregate data by subgroups.
    • Generation of reports that show student progress towards mastery visually with aim lines overlaying benchmarks.
    • Access to the portal for teachers, school administration, student, parents, and district administration to view student progress.
    • Robust standards-based item bank that includes enhanced technology test items with the capability of adding additional test bank items.
    • Ability for teachers to create customized formative assessments.
    • SIS integration capability to import student information from Chalkable into the web-based platform.
    • Ability for additional assessment data (ACAP, ACT, etc.) to be imported to correlate multiple data sources.
    • Formative assessment system that provides remediation and acceleration resources based on student assessment results.

    In addition, the program will provide professional learning to include both face-to-face and web-based.

    4.0        Responses

    4.1         Interested parties are requested to respond to this RFI with a white paper.

    4.2         White papers should be submitted in PDF format via email only to Amy Williams at The email should have “Response to RFI AC-CI-01” in the subject line. White papers are due no later than May 16, 2019, 4:00 PM CST. Please allow sufficient time for electronic delivery by the due date and time. Responses (i.e., white papers) received after the due date and time may not be considered. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid ACS, please segregate proprietary information. Please be advised that all submissions become ACS property and will not be returned.

    4.3         Section 1 of the white paper shall provide administrative information and shall include the following as a minimum:

    4.3.1          Name, mailing address, overnight delivery address (if different from mailing address), phone number, and e-mail of designated point of contact.

    4.3.2          Recommended implementation strategy and percentage of alignment to the Alabama Course of Study Standards.

    4.3.3          Vendor demographics to include, but not limited to, age, size, number of current clients, verified correlation results related to student achievement, and compliance assurances.

    4.3.4          Cost structure to include, but not limited to, set-up, implementation, training, recurring cost. (Note: ACS understands that the cost figures provided are for planning purposes only and will not be binding in any way.)

    5.0    Industry Discussions

    ACS representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, especially any implementation or cost risks.

    6.0    Questions

    Questions regarding this announcement shall be submitted in writing by e-mail to Amy Williams at Verbal questions will NOT be accepted. Questions will be answered by email response and made available to all responders upon request. At the close of the question period, a copy of all questions and ACS’s responses will be posted on the ACS website. Every effort will be made to have responses to questions available as soon as possible following the close of the question period, contingent on the number and complexity of the questions submitted. Accordingly, questions shall NOT contain proprietary information.

    7.0    Summary

    THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide a web-based formative assessment program. The information provided in this RFI is subject to change and is not binding on ACS. ACS has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as an authorization to incur a cost for which reimbursement would be required or sought. All submissions become ACS property and will not be returned.
